Description of problem:

There has been some confusion over the "Networking" heading under the Application menu. Perhaps we can use a separator instead of the heading?

FYI, the issue was reported in bug 1403164 (verified in OCP 3.5). From the email in comment 1, it is regarding OCP 3.4 console. Seems it was intended that the fix was not coming to 3.4

Yes this was already fixed by taking out the sub-header, we will not be backporting the fix.
