Description of problem: Customization Template uniqueness not enforced


Version-Release number of selected component (if applicable): 5.8.0.14


How reproducible: 100%


Steps to Reproduce:
1. Add a new customization template in the Compute -> Infrastructure -> PXE page
2. Add the same template again, same name/description
3.

Actual results: Template is added


Expected results: Second template should be rejected as the name/description is already present.
