Description of problem:
In OSP 10, to configure HA for instances user has to login to the compute node and manually execute ~30 commands .It is a difficult process as user has to execute these steps for each compute node added to the stack. Configuring the Compute nodes for instance HA should be part of the overcloud installation

Agree with Sean, this is a duplicate of our RFE bugzilla that is currently targetted for OSP13.
