Document how to enable the new hardware types with `IronicEnabledHardwareTypes` as an alternative/replacement for classic drivers.

Applies to both the director and ironic in the overcloud.

Moving milestone to post-GA and removing from GA program. The work for this RFE has been displaced by bug 1497893, with agreement from product management.
