Description of problem:
We should suggest the users to first perform the minor update of the overcloud nodes before scaling out if not already done. This way, it is also easy for the Engineering Team to debug the issue.

We faced some issues because of this on OSP9: https://bugzilla.redhat.com/show_bug.cgi?id=1463680
