Didn't verify, but I think a workaround is to run on the host: yum remove firewalld
If host-deploy still fails with the fixed otopi, you should try again after removing the cached bundle: rm /var/cache/ovirt-engine/ovirt-host-deploy.tar The engine will automatically re-generate it (and include the new otopi) on the next host-deploy.
