This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Description of problem:
After implementation of Bug 1319927 - "[RFE] subscription-manager should automatically enable yum plugins" an update to the man page for rhsm.conf is needed for the new [rhsm]auto_enable_yum_plugins = 1 configuration.
