I've pushed the update into private-praiskup-postgis-upgrade, with some changes related to rhbz#1475177. Any review is welcome!
How about defining the previous postgresql version as a macro? Since the version is currently used at two points in the spec file: https://src.fedoraproject.org/rpms/postgis/blob/private-praiskup-postgis-upgrade/f/postgis.spec#_150 https://src.fedoraproject.org/rpms/postgis/blob/private-praiskup-postgis-upgrade/f/postgis.spec#_247
Good catch, that's leftover I forgot about.
Let's please move the "postgis-upgrade" discussion to rhbz#1475177.
