Description of problem:

Fedora's Posgresql upgrade is broken when user use extensions cf. #1055293.

Unfortunately, pg_config and includes are not installed in /usr/lib64/pgsql/postgresql-X.Y/bin and /usr/lib64/pgsql/postgresql-X.Y/includes, thus it is (nearly) impossible to compile an extension like Postgis.
