On a mid-air collision, it should be possible to still save the added comment, but throw away any added state changes. It has happened way too often that I lost paragraphs worth of text because of this bugzilla limitation.

Red Hat Bugzilla is now using version 3.2 of the Bugzilla codebase and therefore this bug will need to be re-verified against the new release. With the updated code this bug may no longer be relevant or may have been fixed in the new code. Updating bug version to 3.2.

It allows the comment to still be submitted in the event of a midair collision. This should only post the new comment and no other changes. It should also honor the privacy flag properly.
