Description of problem:

Docker registry docker-registry.engineering.redhat.com/rhosp12 is missing fluentd container image. The image is listed in the list of upstream images for stable/pike branch [1]. We need this image to be able to finish RFE described in bz#1452433 .

tripleo-common changes just landed 2017-10-07 and are in latest puddle

THT changes landed on 2017-10-09 but are not in latest puddle
puppet-tripleo changes are in latest puddle
kolla changes are in what we use

Had to have override to install RPM instead of gem install in container image.

Verified with: OpenStack-12.0-RHEL-7 Puddle: 2017-10-24.3
Seems that now the image exist after running the prepare command.  

(undercloud) [stack@undercloud74 ~]$ cat container_images.yaml | grep fluentd
- imagename: rhosp12/openstack-fluentd-docker:20171024.1
