For a new typo3 installation on a Red Hat server 7.3, Cu need the pcre package in version 8.38.See Typo3 doc for details : https://git.typo3.org/Packages/TYPO3.CMS.git/blob/HEAD:/INSTALL.md
When he make a search in the official Red Hat Repo, the latest version that he found is this one :

Red Hat is not going to upgrade pcre package. It's an important base component whose upgrade could bring unwanted regressions.

The linked document lists PCRE as a PHP dependency. Red Hat already provides PHP with enabled PCRE support. Customer can either use PHP 5.4 from the Red Hat Enterprise Linux or more recent PHP 7.1 from Red Hat Software Collections.
