Description of problem: While testing the SHE backup/restore procedure, the customer has realized that one of the steps is to run the engine-setup script. This script includes some lines that pull packages from the repos and install them. This means that, if between the backup and the restore of the SHE-VM, a new version has been released, we'll end up restoring the SHE-VM but with a different version. This is counter-intuitive as they expect the restored version to be identical to the one they backed-up. To prevent upgrade, you can use 'engine-setup --offline', but this is not documented at all in https://access.redhat.com/documentation/en-us/red_hat_virtualization/4.1/html/self-hosted_engine_guide/sect-restoring_she_bkup#Restoring_the_Self-Hosted_Engine_Manager --offline disables the yum/dnf plugins, effectively preventing any package management actions - including checking for updates, doing updates, etc.
