Previously, the `ceilometer-upgrade` may have run before `gnocchi-upgrade`, and consequently failed. This update has addressed this, but if you have already upgraded to OSP11 and are seeing this issue, you must first delete `/etc/gnocchi/gnocchi.conf` on the bootstrap node, before re-running the upgrade process with the fixed package.

I would like to add, that BZ 524422 occurs only when the backend is swift.

gnocchi-upgrade needs keystone and swift running only if swift is used as backend 

With file or ceph backends, this BZ fixes the upgrade issue.

This error is still occuring during upgrade and puppet-tripleo got upgraded to version puppet-tripleo-6.5.5-1.el7ost.noarch.

Please find attached the logs from one controller on a failed environment.

So ceilometer-upgrade still doesn't work, but the root cause have changed, it a Gnocchi bug that make not possible to really test this BZ.

So, I have opened another BZ #1517977 and depends on it, we can retest this once the other one is fixed.

Hum, it should have be fixed in puppet-tripleo 6.5.8 and not 6.5.5.
