V3.8 upgrade hit the same issue.

Description of problem:
Upgrade ocp from v3.7 to v3.9 failed at task [Upgrade all storage].

This issue has been fixed on openshift-ansible-3.8.29-1.git.0.ceee728.el7.noarch, please change the bug status.
