Description of problem: Two identical flash messages arises when we try to add a Condition without description.


Version-Release number of selected component (if applicable): 5.9


How reproducible: always

Prerequisites: instantiated VM


Steps to Reproduce:
1. Go to Control -> Explorer -> Conditions
2. Go to Configuration -> Add a new Condition
3. Add scope (optional)
4. Press Add

Actual results: Flash message "Description can't be blank" is shown


Expected results: Two flash messages "Description can't be blank" are shown
