Description of problem:
oc migrate storage for all resources of this cluster is terminating with an error on 3.8.31

Version-Release number of selected component (if applicable):
OCP v3.8.31 


Steps to Reproduce:
1. oc adm migrate storage --include='*' --confirm

Actual results:

error: 17 resources failed to migrate
