sqlite2-2.8.17-23.fc28 fails to build on PowerPC, s390x, and AArch64. It passes only on i686 and x86_64. It segfaults on the bundled lemon:

cp ./src/parse.y .
./lemon parse.y
make: *** [Makefile:263: parse.c] Segmentation fault (core dumped)

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle.
Changing version to '28'.
