Fast Forward Upgrade | We need to make sure that sensu can be upgraded from osp10 to osp13.

Fast Forward Upgrade is the upgrade from one LongLive OSP version to another, e.g.
from OSP10 straight to OSP13. We need to make sure sensu can be upgraded without any issues.

According to our records, this should be resolved by openstack-tripleo-heat-templates-8.0.2-38.el7ost.  This build is available now.
