Description of problem:
Bug 1464653 is fixed in 3.7 but it is not backported to 3.6

I have an OSD customer who upgraded OpenShift OSD cluster 3.5 to 3.6. They hit this issue and it caused production site down(some urls that are using OSD) for 15mins. 

Now, the service is recovered but still, the client has a possibility to hit the critical issue again.

This bug can impact all client who uses OSD 3.6 production cluster so the fix should be backported to OSD 3.6.
