Description of problem:
HostIsolatedCoreList shall not contain single quotes in NFV SR-IOV documentation

The problem being here in the templates:

HostIsolatedCoreList: "'2,3,4,5,6,7,8,9,10,11,14,15,16,17,18,19,20,21,22,23,26,27,28,29,30,31,32,33,34,35,38,39,40,41,42,43,44,45,46,47'"

This leads to https://bugzilla.redhat.com/show_bug.cgi?id=1544030

Our documentation is inconsistent:

E.g. OVS DPDK (correct):
HostIsolatedCoreList: "1,2,3,4,5,6,7,9,10,17,18,19,20,21,22,23,11,12,13,14,15,25,26,27,28,29,30,31"

E.g. SR-IOV (wrong) - section 3.1.3:
HostIsolatedCoreList: "'1,2,3,4,5,6,7,9,10,17,18,19,20,21,22,23,11,12,13,14,15,25,26,27,28,29,30,31'"

Please search for all occurrences where this is wrong and fix it.
