While full support to deploy Octavia with TripleO was added in OSP 13, additional changes are needed for OSP 14:
* migrate from mistral workflow tasks to external deployment tasks
* Investigate ansible module for extra octavia management tasks
* Use openstack ansible modules instead of CLI in playbooks
* Revisit TripleO & Octavia SSL/TLS support (management plane)

Remaining items will have to be pushed to OSP 15.
