current master, commit 1dd1870eb2

How reproducible:
100%

Steps to Reproduce:
1. Create a VM
  * with a disk
  * with a nic
  * booting from network
2. go to VM's Disks pane, select the disk
3. Deactivate it (kebab menu in toolbar > Deactivate)
4. Run the VM

Actual results:
VM fails to start, stacktrace from engine log attached 

Expected results:
vm starts without the inactive disk
