The bugs was fixed for RHOS13. We did not ship Octavia in OSP12

No, it did get fixed in OSP12 as well. The bug was on Neutron side and that was fixed in OSP12.

We have no support for Octavia in rhos12. 

how do expect it to be tested then ? if it is neutron side test I do no think it should be on Octavia squad
