Description of problem:
If there is a DB outage the web heads send an endless stream of mails about the DB being unreachable.

Steps to Reproduce:
1. break db connection

Actual results:
SPAM

Expected results:
NO SPAM

Tested on QA environment(4.4.12082-2.el6)
Result: Pass
Steps:
1. Stop the DB
2. Then do any action on the web
==>It will not send out the email about error db connection.
