Cluster Import screen

Description of problem:
There should be tooltips on Import Cluster screen according to design document [1] but they are missing.

Steps to Reproduce:
1. Install tendrl with cluster.
2. Log in.
3. Click on Import next to the listed cluster.

Actual results:
There are no tooltips in Cluster Import wizard.

Expected results:
According to design document [1] there should be tooltip next to `Cluster Name` and next to `Volume Profiling` labels.
