Fedora 28 has latexila-3.26.1-4.fc28, but version 2.28 is now available under the new name GNOME LaTeX Version-Release number of selected component (if applicable): latexila-3.26.1-4.fc28 See: https://wiki.gnome.org/Apps/LaTeXila https://gitlab.gnome.org/GNOME/gnome-latex/raw/master/NEWS
gnome-latex 3.30 is now available, it depends on tepl 4.2. To update tepl, see bug #1645851. gnome-latex is not yet flatpaked, so a distribution package is still needed.
I would suggest you guys talk to upstream and ask why they keep renaming things. It now needs someone to do the work of packaging up the new package and getting it through the package review etc. Much better option would be if you could get upstream to undo the unwanted rename. Renaming the user visible name that's in the desktop file is fine, but not low level package identifiers like this. It just causes packages to drop out of distros.
I'm the upstream maintainer, and no, I will not change the name again. It's normal for a software project to change its name from time to time, companies do that too.
