The latest version of gnome-latex depends on the latest version of tepl. Note: I'm the upstream maintainer of both tepl and gnome-latex. gnome-latex is not yet flatpaked, so a distribution package is still needed.
gnome-latex isn't packaged in Fedora and I believe we need the older tepl version to keep latexila working until someone packages up the new replacement.
