We need support for configuration of plugins from barometer-collectd. Namely its:

amqp1 -- https://github.com/collectd/collectd/pull/2618
sysevent -- https://github.com/collectd/collectd/pull/2624
procevent -- https://github.com/collectd/collectd/pull/2623
connectivity -- https://github.com/collectd/collectd/pull/2622

all the required plugins are merged in kolla

Patch merged upstream.

All the plugins have support in THT now.
