Description of problem:
Create engine example Dashboard to kibana dashboard to show the general health of the oVirt engine.

This bug has not been marked as blocker for oVirt 4.3.0.
Since we are releasing it tomorrow, January 29th, this bug has been re-targeted to 4.3.1.

Metrics store is no longer part of 4.4 and we have already provided many dashboards in Grafana which can be used as an example. But Grafana is not a real time monitoring tool, so it doesn't make sense to add there a dashboard with engine health
