Description of problem:
To integrate with an external Performance Monitoring solution (VMware VROps in our case), we would like to have the collectd amqp 0.9 plugin enabled. 
This would allow us to emit metrics, gathered by collectd, to the RabbitMQ bus provided by VMware for further processing by their software stack

This is a bz/rfe for osp10, it needs to get targeted for osp10 then.
