Description of problem:
Playbook fails when attempting to create openstack pools on a collocated scenario (OSD with a MON) in a containerized deployment.

Version-Release number of selected component (if applicable):
ceph-ansible v3.1.0rc4

How reproducible:
1/ deploy a containerized cluster with MON and OSD collocated on a node
2/ set opentack_config: true in group_vars/all.yml

Actual results:
playbook fails when trying to create openstack pools because the container name used in the following tasks is incorrect:

the fact {{ docker_exec_cmd )} gets reset because of https://github.com/ceph/ceph-ansible/commit/564a662baf10b9085a6da8c9152400914e310d15#diff-f348734057e459711e32b60331eb3004R2

Expected results:
openstack pools are created properly

Verified with ceph-ansible-3.1.0-0.1.rc5.el7cp on RHEL

cluster is up and running, pools are created. hence moving to verified
