Description of problem:
As shown in the attached screenshots,you are unable to switch to userC from userA,as there is no "switch user" option in the list.
Actually,there is when you add userB after do a fresh installation,
but the system will just hang there after you click the "switch user" button and 
type in userB's password,please see the attached screencast for more information,thanks.
FYI,I'm able to login with userB,after logout from userA session.

okay,I lied,you can switch to userB if you wait long enough on the first boot of a fresh install ,but there is not 'switch user' option in userB's list and you can not login as userA after you logout from userB.And after the first boot there is no 'switch user' any more.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.

It looks like the AccountsService package doesn't include the patch from https://bugs.freedesktop.org/show_bug.cgi?id=107298.

Discussed during the 2018-09-17 blocker review meeting: [1]

The decision to classify this bug as a "RejectedBlocker" was made as the blocker criteria do not cover user switching, so this bug does not violate any them.
