okay,I lied, you can switch to userB if you wait long enough on the first boot of a fresh install ,but there is not 'switch user' option in userB's list and you can not login as userA after you logout from userB.And after the first boot there is no 'switch user' any more.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle. Changing version to '29'.
Still see this bug with Fedora-Workstation-Live-x86_64-29-20180904.n.0.iso [lnie@localhost ~]$ rpm -q kernel gnome-shell kernel-4.18.5-300.fc29.x86_64 gnome-shell-3.29.91-1.fc29.x86_64
It looks like the AccountsService package doesn't include the patch from https://bugs.freedesktop.org/show_bug.cgi?id=107298.
Proposed as a Blocker for 29-final by Fedora user lnie using the blocker tracking app because: seems affect the criteria:Switched layouts when unlocked encrypted storage,as https://fedoraproject.org/wiki/QA:Testcase_desktop_login is listed here
Discussed during the 2018-09-17 blocker review meeting: [1] The decision to classify this bug as a "RejectedBlocker" was made as the blocker criteria do not cover user switching, so this bug does not violate any them.
