Description of problem:

    openstack-selinux has some openvswitch policies which are superseded by openvswitch-selinux-extra-policy.  As a result, the ovs.te module in openstack-selinux should stop being updated and openstack-selinux should start to require openvswitch-selinux-extra-policy.

Turns out we don't need this, since openvswitch now requires openvswitch-selinux-extra-policy.

According to our records, this should be resolved by openstack-selinux-0.8.14-14.el7ost.  This build is available now.
