Description of problem:

    openstack-selinux has some openvswitch policies which are superseded by openvswitch-selinux-extra-policy.  As a result, the ovs.te module in openstack-selinux should stop being updated and openstack-selinux should start to require openvswitch-selinux-extra-policy.
