Description of problem:
Migration plans should be hidden if there are no providers added
Currently I could see migration plans even with no providers and click "Retry" as shown in screenshot attached. And then it failed as there was no providers, which was obvious. 

Version-Release number of selected component (if applicable):
5.9.3.3

How reproducible:
100%

Steps to Reproduce:
1.Add VMware and RHV provider
2.create infra mapping and migration plans
3.delete both of the providers
4.check migrations screen

Actual results:
see screenshot

Expected results:
should hide migration plans or delete those along with provider if appropriate
