Description of problem:
After updating HA env with internal ceph and vlan ceph is in HEALTH_WARN status with the following error:
[root@controller-1 ~]# ceph health detail
HEALTH_WARN application not enabled on 4 pool(s)
POOL_APP_NOT_ENABLED application not enabled on 4 pool(s)
    application not enabled on pool 'images'
    application not enabled on pool 'metrics'
    application not enabled on pool 'vms'
    application not enabled on pool 'volumes'
    use 'ceph osd pool application enable <pool-name> <app-name>', where <app-name> is 'cephfs', 'rbd', 'rgw', or freeform for custom applications.

1. install osp13 beta with vlan network backend
2. update cloud to a newer version (in this test 2018-06-21.2)
3. Check ceph status on controller 'ceph status detail'
