Description of problem:
While using the horizon as the option to create volume is to yes by default. It's should be configurable as not many users would like to create volume when the instances is provisioned.
Requesting the following patch to be back ported to RHOSP 10 (Newton) https://bugs.launchpad.net/horizon/+bug/1678109
