Description of problem:
Option to specify an arbiter brick has disappeared from the New Volume / Add Brick windows.

As per https://bugzilla.redhat.com/show_bug.cgi?id=1254073 there's supposed to be a checkbox to specify an arbiter brick for a replicate / distributed replicate volume but this doesn't exist in 4.2.

How reproducible:


Steps to Reproduce:
1. Log in to the Administration Portal.
2. Click *Storage* -> *Volumes*.
3. Click *New*. The _New Volume_ window opens. Check for arbiter checkbox.
4. Click *Add Bricks*. The Add Bricks window opens. Check for arbiter checkbox.

Actual results:
No arbiter checkbox.

Expected results:
Arbiter checkbox on one of these screens.

Verified the bug in  ovirt-engine-4.2.5.2.
Attaching the screenshot from the RHV-M UI

Steps:
=====
1.Login to RHV-M
2.Navigate to storage -> volumes and select new
3.The arbiter checkbox is visible


The arbiter volume was deployment successfully

This bugzilla is included in oVirt 4.2.5 release, published on July 30th 2018.

Since the problem described in this bug report should be
resolved in oVirt 4.2.5 release, it has been closed with a resolution of CURRENT RELEASE.
