Hm. It looks like some of the %build tasks are not taken into account when determining whether %build finished - I made a few scratch builds in koji and the result is different each time (platform that failed previously now succeeded, platform failed on a different file, et cetera). Adding a "sleep 10" at start of %install made the scratch build complete fine. I'll report the issue upstream and try poking around myself to see if I can find anything sketchy. If I can't solve the issue in a few weeks, I'll commit the sleep-before-install thing as a workaround.
This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle. Changing version to '29'.
