RHV 4.2 uses PostgreSQL 9.5 - documentation changes for this were handled in bug 1492549; however, one additional procedure still requires updating:

Changes include but might not be limited to (copied from https://bugzilla.redhat.com/show_bug.cgi?id=1492549#c6):

  - To invoke PostgreSQL utilities you need to start special shell: 'scl enable rh-postgresql95 bash'
  - Database service has different name 'systemctl start rh-postgresql95-postgresql'
  - Database configuration files are not in '/var/lib/pgsql/data/', but in '/var/opt/rh/rh-postgresql95/lib/pgsql/data/'
