SCL PostgreSQL 9.5 is going to be retired in May 2019 [1], so we need to upgrade to SCL PostgreSQL 10 in RHV 4.3.

Testing will be covered by sanity testing and automation upgrade tests.

Regression testing did not find any problem in main functionality. Remote database also works fine.
Upgrade remote database PG95 -> PG10 was successful.

We have found only problem with tools - BZ 1658509.

verified in ovirt-engine-4.3.0-0.8.rc2.el7.noarch
