Description of problem:
In oVirt 4.2 we are using SCL PostgreSQL 9.5.
This version won't be supported anymore starting on May 2019 according to https://access.redhat.com/support/policy/updates/rhscl

We need to allow upgrade from oVirt 4.2 + SCL PostgreSQL 9.5 to oVirt 4.3 + SCL PostgreSQL 10.
