Name of function:
Remove OpenStack and Ceph packages from overcloud images by default

Purpose of function:
This feature will remove the OpenStack and Ceph service-related rpms from the overcloud image building process.  The objective is to facilitate the move to containers and be able to deploy OpenStack on top of a pure RHEL guest image.

Ceph entitlements with Openstack.  By removing them we remove req for OSP entitlement on a Ceph node.
