.`ceph-ansible` now allows upgrading a cluster that is scrubbing The `ceph-ansible` utility previously required all placement groups (PGs) in a cluster to be in the `active+clean` state. Consequently, the `noscrub` flag had to be set before upgrading the cluster to prevent PGs to be in the `active+clean+scrubbing` state. With this update, `ceph-ansible` allows upgrading a cluster even when the cluster is scrubbing.

Description of problem: Right now, ceph-ansible requires that all PGs be "active+clean" before it will perform a rolling upgrade. It will not perform an upgrade if any PGs in the cluster are "active+clean+scrubbing". As scrubbing is a normal cluster operation, performing an upgrade requires setting the "noscrub" flag. This means we pause an important data integrity operation for the duration of an entire rolling upgrade.


How reproducible: By design.

Expected results: ceph-ansible will do an upgrade while scrubbing is ongoing.
