Jenkins is flapping between up and down due to side effects from bug 1622146. I've turned off HTTPD so that there are no HTTP requests to it.

Load average is at 6 and we only have one CPU. Seems to be bottlenecked on CPU right now. Plenty of RAM and swap are unused.

Alright, misc has given it 6 CPUs and 8 GB of RAM. We're back up and running. There's a good chance that old Centos regression jobs need to retried.
