This is the Octavia side of bug #1614299

To have proper support for the OVN provider driver, some enhancements can be done in Octavia:
* Add an upstream CI job using this driver
* Rework Tempest Octavia plugin tests to be aware that some LBs are L4 and some are L7, maximize coverage for L4

Status update:

* Add an upstream CI job using this driver
  * Blocked by https://review.opendev.org/#/c/589712/. Once it merges, an OVN Octavia CI job can be added to Octavia Zuul check queue.

* Rework Tempest Octavia plugin tests to be aware that some LBs are L4 and some are L7, maximize coverage for L4
  * Mostly completed. At this time of writing, only https://review.opendev.org/#/c/645495/ is still open.

The Octavia OVN driver will not be supported (Tech Preview or Full Support) in OSP 15, we're aiming for 16 in https://bugzilla.redhat.com/show_bug.cgi?id=1676631.
