With bug #1591828 we stopped bundling nimbus-jose-jwt in ovirt-engine upstream.
We were bundling this binary in rhvm-dependencies package and we should stop doing that providing its own rpm.

Package has been reviewed in bug #1592341 and is shipped live in Fedora 28 via https://bodhi.fedoraproject.org/updates/nimbus-jose-jwt-5.12-2.fc28
