Description of problem:
Epic:  
Current OpenStack QoS available features are detailed in upstream neutron documentation. They consist in bandwidth limiting per neutron port typically to avoid noisy neighbor (== VM max bandwidth). The current feature limit the neutron port bandwidth, and ask is to provide a minimum guaranteed bandwidth for this port.
