is this ready to be delivered in Z-stream for OSP13?
I think it is functional in OSP14 now.

Unfortunately no, multiattach is not formally supported in 13 without a valid support exception so this change has not merged in our z-stream as yet.

I'm going to close this out as WONTFIX to avoid any further confusion being caused by this being left open.
